Toxic Release Inventory Program

The Toxic Release Inventory (TRI) Program was created in 1986 by Section 313 of the Emergency Planning and Community Right-to-Know Act (EPCRA) following chemical release events that raised public concern about local preparedness for chemical emergencies and the availability of information on hazardous substances.

TRI tracks the management of certain toxic chemicals that may pose a threat to human health and the environment. TRI contains information on releases of more than 650 chemicals and chemical categories from industries including manufacturing, metal and coal mining, electric utilities, and commercial hazardous waste treatment, among others. EPCRA requires companies that manufacture, process or otherwise use specified toxic chemicals in amounts above reporting threshold levels to submit annual reports to U.S. Environmental Protection Agency (EPA) and to designated state officials. These reports are submitted by July 1.
 
The information submitted by facilities is compiled in the TRI, which helps support informed decision-making by industry, government, nongovernmental organizations and the public.
